Meaning the quote

All mankind needs to do is love God with all their heart, follow his commandments and live righteously. That’s it.

Putting the verse in the context of the chapter from which it was derived, the prophet was speaking to Israel, reminding them of their neglect of loving God with all their heart and worshiping no other gods, as is the first commandment, as they were prone to idol worship. The prophet is also pointing out that burnt offerings and sacrifices are not going to make the difference because they are not what God truly desires from us. God wants to be loved and worshiped and wants mankind to follow his Ten Commandments. These are the things that truly matter.
